Top of the Hill Temporary Parking Plan Implementation

Notice: Municipal Lot #9 is scheduled to close on April 6, 2020 to allow for construction of the Top of the Hill project. Lot #9 permit holders will be informed of any changes in this schedule. Please read additional details below.

Update on Top of the Hill Project and Temporary Closing of Municipal Parking Lot #9:

Municipal Lot #9 will close on April 6, 2020. Parking Permit “A” or “B” holders should continue parking in Lot 9 through April 5, 2020.

Beginning April 6, Permit “A” holders are permitted to park in any of the designated Temporary Parking Plan locations identified below. This includes on street parking on Lennox Road, Surrey Road, Euclid Heights Boulevard (rush hour restricted), Kenilworth Lane, and Kenilworth Road in addition to the designated parking spots in the Cedar Hill Baptist Church and Bellfield-Grandview (former Lot #22) parking lots.

Beginning April 6, Permit “B” holders should park in the areas to be designated specifically for Buckingham parking on the Top of the Hill site.

As of January 1, 2020, please note that C permit holders are only permitted to park in the Cedar Hill Baptist Church parking lot. This will remain in effect until the completion of the TOH parking garage.

Top of the Hill (TOH) Temporary Parking Plan (TPP) Implementation 

On July 1, 2019, Cleveland Heights City Council adopted Ordinance No. 57-2019, creating the Temporary Parking Plan during the construction of the Top of the Hill (TOH) development project. Full construction activities on the TOH site are projected to commence in April of 2020, which will result in the closing of Municipal Parking Lot #9. This closing is projected to last 9 - 12 months during which time construction of the TOH Parking Garage will take place. Lot #9 currently provides a total of 225 surface parking spaces. Roughly 175 parking permits are issued by the City on a quarterly basis to those that choose to park in this lot.

The TPP replaces these 225 parking spaces during the parking garage construction period by providing temporary parking spaces in various locations in proximity to Municipal Parking Lot #9. At this time, 333 such temporary parking spaces have been identified.

Construction Schedule:

Construction is scheduled to be completed on the new TOH Parking Garage sometime between December of 2020 and February of 2021;

After opening of the TOH Garage, permits will be available to those who typically would park in Municipal Parking Lot #9 to be provided by the private owner or operator of the new TOH Garage. 225 public parking spaces will be located in the garage and 175 permits will be made available by the City to replace the Municipal Parking Lot #9 spaces that have been provided in the past.  

TPP Parking Permits:

There will be three (3) types of permits available for parking in the temporary parking spaces during the construction of the TOH parking garage, as described below. Lot #9 – Permit A:

  • After the Lot #9 closing date, A permit holders will be permitted to park in any designated TPP location (except for the on-site parking area designated for Buckingham Condominium residents and the Nighttown patron parking area). Permit A holders may also park in the Cedar Hill Baptist Church parking lot;
  • Cost: $115.00 per Quarter; $34.50 for Seniors;

Lot #9 – Permit B:

  • After the Parking Lot #9 closing date, B permit holders will be permitted to park only in the on-site parking area designated for Buckingham residents;
  • Cost: $115.00 per Quarter; $34.50 for Seniors;

Lot #9 – Permit C:

  • As of January 1, 2020, C permit holders are only permitted to park in the Cedar Hill Baptist Church parking lot. This will remain in effect until the completion of the TOH parking garage.
  • Cost: $57.50 per Quarter; $17.25 for Seniors;

  1. Lennox Road (Permit A) – from Euclid Heights Blvd. to Cedar Road – permanent permit on-street parking in the public right-of-way (unrestricted/non-permit public parking to be allowed between 6:30 am – 6:30 pm);
  2. Surrey Road (Permit A) - from Euclid Heights Blvd. to Cedar Road - permanent permit on-street parking in public right-of-way (unrestricted/non-permit public parking to be allowed between 6:30 am – 6:30 pm);
  3. Euclid Heights Boulevard (Permit A) – from Cedar Road/Overlook Road to Derbyshire Road – temporary permit on-street parking in public right-of-way (parking permitted on eastbound side in the AM, and on the westbound side in the PM);
  4. Kenilworth Lane & Road (Permit A) – from Euclid Heights Blvd. to Derbyshire Road - temporary permit on-street parking in public right-of-way (unrestricted/non-permit public parking to be allowed between 6:30 am – 6:30 pm);
