Tanisha R. Briley Biography
Tanisha R. Briley became the ninth City Manager of the City of Cleveland Heights, Ohio in August 2013. Briley is responsible for a staff of over 565 employees and a budget of $79 million. Her 18 years of public sector experience includes all facets of public management from budgeting and finance, human resources, labor relations, and policy development, to economic development, infrastructure, public engagement, and intergovernmental relations. Through innovation, collaboration, and resourcefulness, Briley has successfully tackled several complex organizational and community challenges. Her early efforts in Cleveland Heights were focused on ensuring the City’s financial sustainability. Under her leadership, the City’s fiscal health dramatically improved after many years of deficit spending prior to her arrival. She introduced new technology to the workforce to improve efficiency and accountability as well as new citizen engagement tools to enhance transparency and participation. Briley instituted the City’s first comprehensive capital improvement planning process as well as the City’s first community-wide master planning effort which has better positioned the City for economic growth now and into the future. In a tough economic environment, service has been enhanced, crime has decreased, and public and private investment has significantly increased.
Briley began her local government management career with the City of Davenport, Iowa where she held several positions from Management Analyst (Local Government Management Fellow) to Assistant City Administrator. Prior to joining the city management profession, Briley served as an administrator in higher education and a legislative staffer in the Ohio Senate.
Briley holds a Bachelor of Science in Business Administration from The Ohio State University and a Masters in Public Administration from Cleveland State University where she was recognized as a Distinguished Alumni in 2010. Briley is also a graduate of the Senior Executives in State and Local Government Program at Harvard University's Kennedy School of Government and the National Forum for Black Public Administrator’s MENTOR Program. She is a member of the Leadership Cleveland Class of 2018 and holds several certifications in local government management.
Briley is an active member of the International City/County Managers Association (ICMA) and she holds board positions on the Heights-Hillcrest Communications Center, United Way of Greater Cleveland, ICMA Retirement Corporation (ICMA-RC), and the Northeast Ohio Area Coordinating Agency (NOACA). She holds a governance fellowship with the National Association of Corporate Directors. Briley also serves on the Visiting Committee at the Levin College of Urban Affairs at Cleveland State University where she also teaches graduate courses as an adjunct member of the faculty.
Briley enjoys fitness, travel, and finding ways to be of service to further her professional and personal goal of helping to shape a positive future for the community she serves. She and her partner Vincent reside in Cleveland Heights.
