The Human Resources Division of the City Manager's Office is located on the entry level of Cleveland Heights City Hall, 40 Severance Circle, Cleveland Heights, Ohio. Human Resources handles employment applications, interviews and other procedures, as well as employee files, health and workers' compensation benefits and employee relations. Staff training sessions on a variety of matters related to city service delivery are organized and conducted by this division.

The Civil Service function includes all classified employees of the Police and Fire Departments with the City Manager serving as the Director of Public Safety. All testing for such entry-level, classified safety positions, as well as promotions, are conducted through the City Manager's Office, acting on behalf of the Civil Service Commission.  Announcements of upcoming Civil Service exams are posted in the Cleveland Plain Dealer on two consecutive Sundays prior to the application period.
