The City of Cleveland Heights is an Entitlement City receiving Community Development Block Grant (CDBG) funds directly from the U.S. Department of Housing and Urban Development. The CDBG funds assist the city to maintain a viable community by providing decent housing and suitable living environment and by expanding economic opportunities, principally for low- and moderate-income persons.

City Council appoints a 22-member Citizens Advisory Committee that assists with the implementation of the CDBG program, establishing goals and objectives and assisting in the review of community funding requests. Staff, with the advice from the Citizens Advisory Committee, administers the CDBG funds and makes sure money is spent for the purposes that were proposed. The CDBG program enables the city to aid many worthy programs including the Caledonia Program at Heights Parent Center, the chore program of the Office on Aging, housing rehabilitation programs of the Home Repair Resource Center and the Housing Preservation Office, commercial loans and grants, fair housing activities and infrastructure rehabilitation.
