The Department of Planning and Development is charged with the preservation and improvement of the city's residential neighborhoods, commercial districts and public areas. The staff is focused on providing information, assistance and advice to the City Manager, City Council, citizens and business persons in all areas related to architectural and urban design, planning and zoning, economic and community development and historic preservation.
REQUEST FOR PROPOSALS MISSING LINKS TRANSPORTATION PLANNING STUDY
The City of Cleveland Heights and its co-sponsor, the Greater Cleveland Regional Transit Authority (GCRTA), have been awarded a Northeast Ohio
Areawide Coordinating Agency (NOACA) Transportation for Livable Communities Initiative (TLCI) Planning Grant. This planning study’s focus is
to recommend improvements to make it easier and more enjoyable walking or taking the bus between University Circle and Cleveland Heights.
Concurrently a separate NOACA TLCI Planning Grant was awarded to University Circle, Inc., the City of Cleveland, the Cleveland Heights Bicycle
Coalition and the City of Cleveland Heights to study bicycle connections between University Circle and Cleveland Heights. The two studies will
provide plans that have the goal of converting car drivers into pedestrians, bicyclists and bus riders.
The final products of the Missing Links study will include the following:
- existing conditions analysis of routes and bus stop facilities for GCRTA buses, Cleveland Clinic shuttles, Case Western Reserve shuttles, John Carroll University buses and other institutions’ shuttles;
- survey of trip origin and destination of residents, employees, students and visitors between University Circle and Cleveland Heights;
- options for augmenting and reconfiguring transit resources for optimal performance;
- conceptual Complete Streets design for Cedar, Edgehill and Mayfield Roads and other connecting routes within the study area including a phased physical improvement implementation plan, coordinated with the other study’s Bikeway Network Plan; and
- conceptual illustrations of the proposed improvements.
