Cleveland Heights, through the Division of Government Television, operates its own cable access channel. Time Warner Channel 23 provides up-to-date information on meetings, events and activities in the city twenty-four hours a day, seven days a week. City Council meetings, normally held the first and third Mondays of each month, are broadcast in their entirety, gavel-to-gavel, every day at the following times: 2:00 am, 9:00 am, 2:00 pm and 9:00 pm. The exception is Monday, when there is no 9:00 pm broadcast. Also, watch for special programs, such as coverage of ice shows, sports tournaments and other special events.
Among new programming on the Channel 23 schedule is Classic Arts Showcase, which includes animation, architectural art, ballet, chamber and choral music, opera, orchestral, recital, solo instrumental, solo vocal and theatrical performances, as well as classic film and archival documentaries. For those without cable television, copies of most programs produced by the city are available at the main branch of the Cleveland Heights/University Heights Public Library (2345 Lee Road) approximately two weeks after the program begins airing on Channel 23. Community organizations can submit promotional material and requests for coverage for an event in one of three ways:

- Fax: 216-291-3705. Please include a fax cover page addressed to Government Television.
- Email: govtv@clvhts.com. All information should be sent six weeks prior to the event and is subject to city approval.
Information concerning cable television: Time Warner is currently the only cable provider in Cleveland Heights. The City's current franchise agreement is 'non-exclusive' and would permit competition, but at this time the only alternative to cable television is direct broadcast satellite (DBS - i.e., Dish TV or DirecTV). Time Warner can be reached at 216-575-8000.
Residents with complaints about their cable service: First and foremost, try to resolve any problems directly with your cable provider (Time Warner). When you do make contact with your provider, be sure to keep a log of your conversation (the date you contacted them, the name of the person you talked to, and what action would be taken to resolve the problem). After contacting your provider, if you are still not satisfied, you may file a complaint with the city's Cable Television Commission. Click here to download a complaint form.
